Afforestation & Rejuvenation of Natural Springs

Background:

India is an emerging or developing country whereas the controlling of Carbon emission is very much challenging for the policy makers. The main reason is that India needs much more versatile industries to create jobs for unemployment youths which can directly increase the per capita income and the overall GDP (Gross Domestic Product).

In 2018, Indian government’s think tank Niti Aayog came out with a report, ‘Inventory and revival of springs in the Himalayas for water security’ which held that about 30 percent of springs crucial to water security of people in the Indian Himalayan Region (IHR) are drying and 50 percent have reported reduced discharge. The Niti Aayog report had highlighted that 60 percent of the population in the IHR depend upon spring water and recommended a systematic mapping and revival of springs across the Himalayas.

Objectives:

The conclave has three main objectives:

Substance:To provide an occasion to review and assess:

The current state of conceptual thinking and applied inputs on Afforestation and Rejuvenation of Natural springs perspective

The strategic direction of policy research in order to enhance its social relevance, policy impact, and capacity for integrating across disciplinary and sectoral boundaries

Process: To provide an opportunity to discuss more effective ways of communicating these findings, including:

Direct interaction with senior level bureaucrats in matters relating to Climate Change and its solutions relating to Afforestation and Rejuvenation of Natural springs; the option of establishing a formal network of policy research institutions to engage with and support the inter-governmental process related to Afforestation; identification of a common implementation agenda, which could be pursued through collaborative or complementary interactive programs to address issues relating Rejuvenation of Natural Springs

Immediate:

To use the opportunity to review the state of knowledge on matters before the current and forthcoming sessions of the Climate Change and to provide strategic guidance on Afforestation and Rejuvenation of Natural springs from an affirmative Climate Change mitigation perspective.
